Payroll Coordinator (Oakdale) - Full Time

Job Description

The Payroll Coordinator processes bi-weekly payroll for employees of Oak Valley Hospital District and promptly resolves issues with employees and management.  Responsible to prepare and distribute labor distribution reports and prepare payroll tax filings.  Assumes responsibility for the Pension Plan administrative functions under the direction of the CFO.

  1. Reviews and analyzes time sheets.
  1. Assists employees, department managers and others.
  1. Interprets and explains paychecks, salaries, deductions, leave of absences and other factors affecting compensation.
  1. Assists in balancing payroll and maintaining internal controls.
  1. Reviews reports to ensure accuracy of payroll prior to distribution.
  1. Bi-weeky balancing of gross to net register, salary control, deductions and other earnings.
  1. Maintain an analysis of deductions, garnishments, insurance, 403b, credit union, etc.
  1. Maintenance and verification of salary changes, new hire, check requests, leave of absence.
  1. Maintenance and verification of direct deposits.
  1. Distribution of payroll reports to appropriate managers and departments.
  1. Maintains positive interactions with employees and managers at all levels of OVHD.  Interacts positively with other persons outside the hospital.
  1. Demonstrates knowledge of federal and state tax deductions, including wage garnishments, levies and withhold orders.
  1. Maintains confidentiality of personnel, payroll, and related matters including disciplinary actions.
  1. Deals calmly and effectively with employees, and others, in stressful situations.  Demonstrates good communication skills.
  1. Demonstrates knowledge of hospital policy and procedures regarding pay practices and benefits.
  1. All other duties as assigned.
The following are unit-specific accountabilities
  1. Maintains a thorough understanding of Medi-tech Payroll/Personnel system; adds or changes earnings/withholding/benefits dictionaries as appropriate.  Participates on the Medi-tech upgrade team for Payroll module. 
  1. Interpret and analyze time sheets; process time sheets in an accurate and timely manner to ensure proper payment of District employees.
  1. Audit time sheet coding for discrepancies/errors and works with managers to correct recurring errors.
  1. Process Direct Deposit transmittals, prints checks, calculate payroll tax liability.
  1. Responsible for payroll tax filings under the direction of the Accounting Manager/Controller.
  1. Process information on new hires and employee changes.
  1. Apply understanding of federal and state payroll regulations to District payroll; keeps current on District Payroll policies, and raises issues in a timely manner.
  1. Process employee withholdings and third party payments for garnishments, direct deposits, and other payroll deductions.
  1. Accountable for Vacation and Sick accruals.
  1. Assists Human Resources in processing salary changes, new hires and terminations.
  1. Assists Human Resources and employees with information.
  1. Alphabetize and file time sheets.
  1. Prepare new time sheets for distribution.
  1. Prepare manual paychecks if necessary; evaluates manual check requests for root cause and works to improve accuracy and responsiveness.
  1. Accountable to perform pension administration duties under the direction of the Chief Financial Officer.  Includes enrollment of employees on the provider network, verify and correct weekly pension contribution amounts, and process Pension Loan Applications.
  1. Maintain a comprehensive policy manual that addresses payroll processing and payroll issues.
  1. Assist with special projects as requested by Controller and Senior Staff.



Job Requirements

Minimum Education:
Associate degree or some college coursework in accounting/finance preferred
Specialized training in Payroll Administration, FLSA, Pensions and/or Computerized Accounting preferred
High school graduate or equivalent required
Minimum Experience/Skills:
Two (2) to three (3) years’ payroll/accounting experience
Experience in a healthcare environment preferred
Knowledge of current pay practices, pensions, FLSA, etc.
Knowledge of computerized payroll systems; Excel and MS Word
Able to perform basic mathematical calculations
Bilingual (English/Spanish) preferred
