Reporting to the Chief Financial Officer, this position supervises the finance/accounting department staff.  Accountable for ensuring all accounting policies and functions in the department and within the hospital and related entities are in accordance with Accounting and policy standards and are in compliance with the philosophy and goals of this institution and Oak Valley Hospital District.

  1. Ensures the overall departmental operational effectiveness and efficiency.  Assists the Chief Financial Officer in the management of Accounting, Data Processing and Payroll.
 
  1. Identifies accounting cost center problem areas and analyzes and develops methods for more efficient and effective functioning.
 
  1. Keeps the CFO advised of matters relating to the accounting systems and activities of the facility.
 
  1. Interfaces with other department managers and facilitates their understanding of financial reports and budgeting process.
 
  1. Responsible for the accumulation of financial and statistical information to provide the facility, corporate, and other reporting agencies with accurate and timely financial statements in accordance with all policies and accounting standards.
 
  1. Responsible for the preparation of the yearly operational and capital budgets.
 
  1. Leads team and educates staff in more efficient methods of data accumulation and provides feedback to this facility and other District facilities for overall improvement in work methods.
 
  1. Responsible for the annual operating budget process for OVHD including collection of information, obtaining input from other department managers, and determining ways to accomplish budget goals efficiently and effectively.
 
  1. Responsible for the timely and accurate month-end reporting for the hospital, reviewing journal entries of accounting staff to ensure accuracy of month-end financials.
 
  1. Be able to perform the responsibilities of Chief Financial Officer, if necessary.
 
  1. Be available for special and ongoing projects as required by CFO, Administration and/or CEO.
 
  1. Evaluates, counsels and develops accounting staff’s performance.  Ensures that each staff member completes work per OVHD productivity standards.
 
  1. Organizes and conducts in-services, identifies educational needs of accounting staff.  Also provides assistance to manager in financial related matters.
 
  1. Ensures completion and review of balance account reconciliation on a monthly basis.  Ensures timely resolution of reconciling items.
 
  1. Ensures that employees understand hospital policies, interprets as needed, and ensures enforcement.
 
  1. Uses systemic methods to resolve problems, plans, and changes, also to evaluate outcome.
 
  1. Completes staff evaluations in a timely manner within company prescribed guidelines.
 
  1. Acts as role model for the staff in attitude, interpersonal communication skills and professionalism.
 
  1. Inspires enthusiasm and cooperation by motivating and directing others toward a given objective.
 
  1. Interprets results/reports to users who must make economic or business decisions; assists managers regarding individual statements.
 
21. Prepares and monitors monthly statements; reconciles balance sheet accounts; prepares month/year end journal entries.  Ensures accuracy and timeliness of reports/statements; issuing monthly income reports/statements in accordance with department, OVHD and CHW policy and procedures.
 
22.   Develops goals and objectives annually that are compatible with the intent of the Mission and Strategic Plan; ensures goals and objectives are met, revised and continued as appropriate.
 
23.    Implements and maintains cash controls.
 
24.    Accountable for fixed asset inventory.
 
25.    Implements and maintains Grant tracking.
 
26.    Responsible for productivity systems.
 
27.    Maintains current policy and procedures, implements changes and revisions with staff input as appropriate
 

 
   

Job Requirements

Minimum Education:
Bachelors Degree or equivalent Accounting – Finance major
 
Minimum Experience/Skills:
Two (2) or three (3) years’ experience in hospital accounting with employee leadership experience for a minimum of one year; acute care hospital experience desirable
Experience managing accounting professionals preferred
Knowledge of process for recording classifying and summarizing financial transactions and events in accordance with established guidelines and generally accepted accounting principles.
Ability to analyze and maintain general ledgers, trial balances, and financial statements
Knowledge of federal, state, and local laws pertaining to a specific subject area or function
Demonstrated experience with Excel, MS Word, and computerized automated accounting software systems
Able to perform basic mathematical calculations
 
Licenses/Certificates/Credentials:
CPA preferred
