Oak Valley Hospital Governing Board of Directors
Oak Valley Hospital is a non profit organization serving the Oak Valley Hospital District. It is governed by ten volunteers who serve without compensation. Five members of the Board are elected for four year terms by voters in the District. They comprise the Oak Valley Hospital District Board. The physicians currently serving as Chief of Staff and Vice Chief of Staff are appointed to the Board and usually serve a two year term. Two additional volunteers who reside in the District are appointed as Community Representatives. A representative of Catholic Healthcare West, with whom the hospital has an affiliation contract, comprises the tenth Board member.
Elected Directors
Robert Wikoff, Chair
Retired after serving 30 years as an executive with Hunt Wesson Foods, Oakdale. Currently, Vice President, D&W Management Inc. First elected to the Board in 1997.
Belinda Abell, Secretary/Treasurer
Co-owner and Marketing Director, Scott Abell, Century 21 Real Estate. Former Chief Financial Officer, National Health Plans, subsidiary of Tenet Healthcare Corp. Elected to Board in 2003.
Jim Teter
Owner of Teter Jewelry, an Oakdale business for 65 years. A Vietnam veteran, he was born and raised in Oakdale and has served on the Board since 1986.
Edward Chock, M.D.
A physician specializing in general, thoracic and vascular surgery, he has had a private practice in Oakdale for 25 years. He served on the Board from 1990-l997. He was re-elected in 2007.

Medical Directors
Dr. Krystyna Belski, Chief of Staff
A graduate of the prestigious Warsaw Medical Academy in Poland, she practiced ophthalmology for several years before coming to the United States to complete a pediatric residency at the University of California. She opened her current pediatric practice in Oakdale in 1990.
Dr. Robert Cash, Vice Chief of Staff
Graduating from the University of Illinois College of Medicine, he completed his residency at the Michael Reese Medical Center in Chicago. He opened his orthopaedic surgery practice in Oakdale and Modesto in 1996.
Community Representatives
Richard Vaughn
A retired rancher, he spent 40 years raising beef cattle, turkeys, and almonds on ranchland throughout the district. After active service with the Oak Valley Hospital Foundation, he was appointed a community representative to the Board in 2000.
Wendell Chun, Ph.D.
Recently retired as superintendent of the Oakdale Joint Unified School District, Chun earned his doctorate at the University of Southern California. A resident of Oakdale, he was appointed to the Board in 2009.
Donald J. Wiley
He currently serves as President, San Joaquin-Sierra Service Area, Catholic Healthcare West, Northern California and President, St. Joseph’s Medical Center of Stockton. Wiley has been a CHW executive for 18 years.
John Friel, Chief Executive Officer
With more than 30 years experience as a healthcare administrator and hospital executive, he has served Oak Valley Hospital as CEO for seven years.
Board Meetings for 2010
Board meetings are held the fourth Wednesday of the month in the Royal and Charter Oak Conference Rooms on the first floor of the Oak Valley Medical Plaza building, 1425 West H Street in Oakdale. Meetings begin at 5:30 p.m. and are open to the public. Meetings dates may change due to schedule conflicts such as legal holidays.
